Courtney Finneran, Project Manager with CH2M Hill (now Jacobs), has helped several Pennsylvania municipalities develop stormwater utility fee programs. Her firm is one of the leading expert engineering firms in this arena, and the core utility team consists of national experts, who have co-authored the 2013 Water Environment Federation (WEF) Manual “User Fee funded Stormwater Programs,” a must-have resource for any stormwater engineer or planner’s library (https://tinyurl.com/ybtpnlvn).
Courtney will draw from the firm’s collective experience with not only planning for stormwater user fees, but implementing and managing fee programs, and she will share lessons learned, best practices, and considerations for local municipal engineers considering this funding approach
